HELP!! I am having problems with changing or editing posts, plugins, themes. In general when I try to do something this error message pops up. What do I do??

Why is themes.php inside the uploads directory? That should be in wp-admin. Do you get that identical error no matter what you try to do? Word for word?

Yes I get an identical error whatever I do. I didn't change anything on mysql. I mostly do everything on the wordpress dashboard. Also, I've had that theme since last year and have made no major changes to it. I just logged on to my site and now I can't even access it. It says database connection error. Ugh!!

Ok. Something has gone significantly wrong.

Get a backup of the database as quickly as you can-- PhpMyAdmin, the mysql command line, whatever you have available. Maybe your host has made a backup. You can't count on it but maybe.

I would then proceed as if you've been hacked. Whether that is the case or not, the Codex instructions for what to do when you've been hacked seem pretty reasonable especially the parts about restoring from a backup and replacing the core files with new ones. I'm not sure this is a hack but something is causing the software to upload PHP to the wrong place and now with the DB connection failure... makes me wonder.
