Have comments turned on in settings, but all new posts have comments turned off! (5 posts)

I have comments turned on by default, but for some reason, for the past few weeks any new posts have comments turned automatically off! Becoming very annoying, since we post 1-2 articles/day. What might be causing this, and how can I get auto-on working again?

To enable comments on future Pages/Posts, ensure that "Allow people to post comments on new articles" in Settings -> Discussion is checked.

Can you replicate the problem using the default Twenty Thirteen theme with all plugins deactivated?

Bingo. With all the plugins turned on/off, the comments issue was still happening. However with the custom template (didn't design it myself tho) replaced it with Twenty Thirteen, comments work once again.

Any ideas as to what file/function in a template might be causing that conflict? I wasn't aware that templates had any bearing whatsoever on the New/Edit Post page, much less the default comment settings, but that seems to be what's happening.
