Google recommends adding image width and height to the <img src> tag.
The images I've uploaded in WordPress don't use these attributes. How can I make sure the image dimensions are being specified in the tag?

You will have to put that in the <img src> tag.
Hopefully someone else has a stronger answer.
Could you cite the relation between search ranking and page speed?
If you insert an image in your page or post content, WordPress inserts the width and height. If your site doesn't do that, then perhaps your theme is stripping these out, which is very odd.
However, with regards to your concern about SEO, I personally wouldn't worry about that. Focusing on content will bring you greater results.
