Could you try to disable any pop up blockers, or other extensions that may block access to Google+ in your browser?

The google+ button has never worked for me either. With no pop-up and no ads blocking extensions enabled, there’s no hyperlink for the Google+ button when I use Google Chrome.
If disabling pop up blockers doesn’t work, could you both try to deactivate all other plugins on your site, one at a time, and let me know if you find a conflicting plugin?
You might want to start with caching plugins, since they might interfere with your admin pages.

this is a chrome issue, with firefox it’s work.
I was able to use Google+ and Publicize in Chrome, so I wonder if the problem could be caused by one of your browser extensions. Could you try to deactivate them all, one at a time, and let me know if you find the source of the problem?
