Goodnews multilingual?

I have the Goodnews multilingual theme and I am definitely not an advanced user. It said it is multilingual ready, but do I still need to purchase a plugin in order to get the multilingual options work, or should it work just like that. I need the website in English and Dutch, but could not find anything how to change the language.
