Global Content blocks

Is there any functionality within multisite or a plugin which gives you the ability to centrally manage, edit, duplicate and share templates or text blocks across sites?

I came across this post which talks about ThreeWP Broadcast,

but does anyone know of anything more drag and drop like Visual Composer?
