My friend suggested the_date("G:i:a T", time() - 6*3600) which I suppose would do what I want, but the T would still show up as GMT. Is there anyway to set the script to use CT time and fix it in the new post stage? I'm sorry, I read through the php site, but I'm just an idiot.

I think that the developers are going to add some additional features for time in future releases. Check out the DEV BLOG link above and have a look at some of the planned things.
If you don't see it, then you can certainly post your ideas in the Requests forum!
