get_settings: Didn’t find setting comment_allowed

After install, I am having problem. When I go to the url, the login appears; however, in the upper corner a message:
get_settings: Didn’t find setting comment_allowed_tags
Is there a way to fix this? How?
Also, when I am in the wp-admin section and try to make changes to – for example – profile, after every keyboard stroke a box pops up asking me if I want to debug and there is an error on line 49…this only happens on my windows xp machine, not my win2k.
Any suggestions?
