well, I think the new windows that is floating up is not your Footer. It seems to be a message by your host to change the dns record of your domain. (correct me if I am wrong)….

ryan_accuwebhosting Is correct. This is in your code,

This is a preview of your new Web site. Once you’ve completed setting up this site’s content, you need to modify the DNS settings of your domain for it to be live to the public. Click here to learn more about setting your domain’s nameservers.

Your code has errors. You can validate here, http://validator.w3.org/.

    Ryan and Kmessinger,
    Thanks for responding.
    But…
Please click through the previewDNS pop-up box to evaluate this problem.
    Thanks,
    George

    I did evaluate the problem.

Correct your code, and then if you still have problems, validate your CSS.
