It isvery difficult to create and maintan datbase of word countries, states cities in any CMS, Since PODS is a new and promising Instead of mainating data of/or limiting to US or some country, it is good idea to use geo location services where we can auto populate address fields by just typing one of them That is, if you type city your state and country fields are auto populated.
I found one such such free service here and I see it is really good and easy to implement

It supports Jason API as I understand PODS fairly relies on Jason
There are number of different options
such as full text search , ZIP code search etc
