Firstly, Let me thank you for your question, Yes, you are right. There is no full justify button in text and according setting in this version. I will report this matter to the manual document guide team to change it. In order to resolve the problem, please feel free to follow my instruction below:
1. you simply create text or according elements
2. click on update button and then turn off the ig page builder, looking at the picture: http://i.imgur.com/75l01Mx.png
3. click on classic Editor in order to justify your texts and remember to update, seeing the picture: http://i.imgur.com/yhj4b3o.png
4. Come back to page builder tap near classic editor so as to turn it on and once again remember to click on update button.

Another way which will help you save your time. You simply add the following codes into Custom Css.
.jsn-bootstrap3 .ig_text p{text-align:justify!important}
.panel-body{text-align:justify!important}
The first code is for text elements and the second is for according elements. I have attached the picture to guide you
