Just a little precision => all the access to the site will be free...
I'm no expert, but I believe you will be just fine.
The thing to consider is that the codex is a living document..... its a wiki, so it's constantly being upgraded, revised, edited, etc. So unless you plan to constantly update, you risk having out of date info.
Also, if you make it a new website, remember that using 'WordPress' in the domain name is not allowed

There is some WordPress support sites, yes, but there is not a complete french Codex (like the english version).
Thank you for this information (that using 'WordPress' in the domain name is not allowed), I did'nt know that ! (I can use wp-fr.net for exemple ?)
The Codex was all written and translated by volunteers. If there are sections that you can do better why not improve them for the Codex?
Also go ahead and have your own support site, reference back to your improved sections from your new site.

yep, you can use WP, or stuff like that in your domain name, WPress, WPro Ive seen, a lot of sites use the WP.... just not the full name, I believe that is the only restriction
And can I create a template for this website which almost looks like the same as the one of wordpress.org, to be practical and familiar for the visitor ?
The design here at WordPress.org is a custom job, but I'm sure you're welcome to make something similar.
