ok i have downloaded free wp templates and can i use it commericially?
can i make few changes and sell to others??
will this lead to copy right issues in future?

Where did you download the themes from? What is the license or terms of use? If from the WP repository page, yes, you can do whatever you want with it.

i download randomly where most of the site provides free download..

They are free to use – not necessarily free for you sell on so that you’re making money out of the work of others.

It can do – depending on the theme’s license.
