Free shipping option for eshop

I have looked through the other similar posts, but not found the answer I’m afraid!

I want to have two shipping rates: one for UK postage and one for locals to collect their orders for free. I have tried various methods using Method 3 but not got it quite right yet. Whatever method I go for, I need the customers to be able to select the shipping rate at the checkout and be able to see a little bit of information about these two options. How do I do this?
