Is it best to download a framework first before inserting a template, or do templates work on wordpress with a framework? If I need a framework, what do you recommend?

What kind of framework? A lot of newer themes will most likely be using a css framework. I've become a big fan of Twitter Bootstrap most recently.

I was looking at the Genesis and Thesis frameworks. The themes I like the most though are on Solostream, and I was told they just work on the WordPress Framework. Is that adequate or do I need to download something else to optimize my site and SEO? Thanks.

A theme framework is basically a flexible foundation theme which can be used as is, built upon, or child themes added onto for different styles. (Genesis and Thesis). A normal WordPress theme (i.e. Solostream and the majority of other themes) are stand alone themes and just work as is. You just install the theme in WordPress and use.

Each option has their pros and cons, but it really comes down to which designs you like the best and which works best for your needs.

There are SEO plugins and many other plugins you can use to optimize or add functionality to your site.

Thanks for the information. It's a little confusing and there are so many themes to chose from - a little overwhelming. I appreciate your help.
