   Hi i started a blog 2 weeks ago under a subdomain here amyyacer.wordpress.com and yesterday i put wordpress on my domain http://www.amyyacer.com and then imported my old blog content.

   What i am trying to figure out is if there is a way to forward my old blog domain to my new one without having to upgrade to use the CSS?

   I think that you will need to go and ask the folks at WordPress.com if they can take care of that for you.
   http://en.support.wordpress.com/

   I think that the forwarding needs to be put in place at your .com domain name.
