Form with output to post

Hi, I am doing a site re-design for a local radio station and they have a community info page with, for instance, a lost & found, a housing line & jobline. They would like to make these user-fillable on the front-end with admin review and then easily posted. I am looking for a form plugin that will do this without too much back-end work. It does not need to be free but I am not interested in a hosted or subscription service. If anyone knows the best option & can help me out, thanks.
