You need this module install on your web host :
allow_url_fopen
I have the same problem. I have the fopen on my web host.
It worked correctyl, but in the last few days, it started not working.
I wrote notes in here, about this, but it has been deleted.
As I can see the fopen function is not bullet proof.
Could you please change it to wp_remote_get or wp_remote_fopen?

@lexsous to do that you need to edit your php.ini file. If you don’t know where this file is located on your FTP, please contact your webhost.
But, most of the time, shared hosting doesn’t allowed users to edit it.
If you upgrade to WP Cloudy 2.8.3 it should be better.
I now use wp_remote_fopen instead of simple_xml_load_file.
