I hate having to re-upload every file for an update containing only 31 files and a new folder.. So I have taken out all the files except those that have been updated and it can be downloaded from here:
http://blogs.honorshard.com/downloads/
Just unzip the file and upload it to your server, all it contains is the files that have been updated in 2.3.1 and is a lot faster to upload..

UPDATE:
As the latest update to 2.3.3 can be downloaded directly from wordpress here: http://trac.wordpress.org/browser/tags/2.3.3/xmlrpc.php?format=raw this update will not need to be hosted.
