I want to request on the next version of WP to have a radio button beside a plugin so I could choose the ones I want to activate/deactivate only. Currently, WP has "All Deactivate Plugins" option.

That sounds like a plan. Did you already check if there is an idea posted for that? Otherwise, post your suggestion in the ideas section.
