Clicking on 'Contact Us' or 'Terms of Use' or 'Trademarks' links in footer don't work. The page seems to just flicker or refresh and that about it. What am I missing here ?

Please give URL so we can have a look at the links in question - perhaps they have not been set up to link to the specific pages. You can check this by hovering on the links and any link that reads as yourdomain.com/# when clicked on will refresh the browser returning the site's home page.
