Footer Disappeared after Migration

After migrating this site the footer is no longer working. It doesn’t even show up. The plugins installed and activated have been checked. The only difference between the two sites is that the new location is on an IIS server (aside from a few minor changes by the client after migration that have been ruled out as the cause).

Any help with this would be greatly appreciated. The footer does show on the home page, but not internal pages.
