   It would be great to add caption editing functionality to the Add Media UI for files that are not images.

   Where would captions be used for files without images? WordPress has only ever handled captions for images.

   If i upload a .pdf or other attachment to the media library, there is a caption field accessible on the edit page. i've seen this field utilized for custom attachment galleries in plugins.
