Fatal error on installation

Hi,

On installation I get the error:

Fatal error: Call to undefined function: add_action() in /sites/herejezus-sites/trapmoker.cynicus.nl/wp-includes/functions-formatting.php on line 3

I took a unskilled look at the scripts and I figured that the problem would have to do either with a database failure (I have it running on a development server far away) or with the php version (or maybe because it is running in safe mode) since the function is called very early in the script. To illustrate: I only get the error message not even the introduction that should be there during installation.

Is anyone familliar with this error? Any pointers on possible solutions? Help would be very much appreciated.
