Fatal error cannot access admin

    Attempted to download a newer version and got this error message

    Fatal error: Call to a member function add_rewrite_tag() on a non-object in /home/content/25/8584925/html/wp-includes/rewrite.php on line 51
    Now I cannot log in to my admin at ALL.
    I am very new to WP any help would be appreciated.
