Okay, you have to
1. Edit the file
public_html/wp-content/themes/twentyxs/class.twentyxs-options.php
using your hosting company’s cPanel File Manager, or use a FTP client to download the file, edit from your PC using a professional text editor like
http://notepad-plus-plus.org/
find the code
wp_customize_url()
and change it to something like
if (function_exists('wp_customize_url')) {
... original code goes here...
}
If this is too complicated, you might wanna just set the theme back to WordPress default TwentyOne theme from
http://yourdomain.com/wp-admin/themes.php
This is happening because for some reason, this function is missing from the template. Might wanna look for another theme instead.

what would happen if i deleted the theme from my file manager all together? would everything go back to how it was?

You have to first find out the CSS name, so you can edit that from the style.css file.
You can either use Chrome browser’s Developer Tools (it’s built-in, just right click on that line, then click “Inspect Element”) or Firefox browser’s Firebug’s extension, you can get it from:

So it can’t be done through CSS editor on the dashboard?
I almost forgot about that, yes! You can do that too. I don’t like using that editor, because it doesn’t show the line numbers, and it’s harder to edit. But you can install this plugin

it will make it much easier for simple things like changing a line.

You have to dig it more, because it’s probably a <div> block that has something like
border-top: 1px solid #CCC
or
border-bottom: 1px solid #CCC
there are many ways to do it… so can’t pin point it for you.
