Try switching to the default theme.

I have switched to another theme and the upload works.
However, the bizway theme is the one that my client has chosen so I have to stay with it.

I noticed that with the theme that works (Trim By Elegant Themes)that the upload folder has a htaccess file inside it when I checked in Filzilla. However, when I check in the upload folder in Bizway it is empty?

A .htaccess file should be created automatically in the wpcf7_uploads folder when necessary, but it is not relating to this case. As it is obviously the theme's problem, you should consult the author of the theme.
