Is there an FTP server running on the same machine as WordPress? Do you have the username and password right?

Are you sure? I understand that you almost certainly have FTP access, but is it on the same server, the same machine. Not all hosts run FTP on the same server. I know its odd but two of our sites have FTP access at a different address than the sites themselves.

What kind of server is it? Windows or Linux? Is it shared hosting? How much access to the server do you have? Can you ssh into it?

Did you type ps axl |grep ftp into a command line shell?

You said you were on Fedora. That is Linux. Learn to love the shell. Not because its cool, though it is 0_o, but because of the awesome power.

It means you do not have an FTP server running on that machine. You should get a line referencing vsftpd (probably), ftpd, tftpd, or some other ftp daemon.

You need to change user and group in your XAMPP httpd.conf file. More info right here...
