    Grab this plugin: http://www.technosailor.com/wordpress-to-wordpress-import/

    Read the instructions.

Do an export from your current blog and save it to a file.
Then go to your WP.COM blog and look at the Import options. (manage -> Import | WordPress)

You don't upload the plugin from your dashboard. You upload it using your ftp client or your host control panel file-manager.

well i guess that is the problem since my blog is through a host who will not reply to my emails. The whole reason I got a new blog was because my host provider stopped updating my blog after it got hacked. So now I have no way to transfer my blog from here to my .com blog without contacting him?

You should have some way to upload files - you have a username and password, right? Try putting those into your ftp client and see if you can connect.

Haven't a clue. You'll have to provide your website address before anyone can help you any further it looks like.

If your plugin files are editable, you can copy the contents of the export file over top of, say, hello.php. Not recommended though as if you mess up (i.e. add white space before or after the plugin), you will have blocked yourself from accessing your blog.

However, if you're daring (and careful) there is a way...
