This bit says it all:
This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at localhost. This could mean your host’s database server is down.
The connection details in your wp-config.php
file are not correct. If you are 100% sure that they are correct then the database server cannot be reached by your hosting server.
The first thing to do is double (and triple) check the connection details, and remember that sometimes localhost
doesn’t work depending on how your hosting company has this set up. If that all looks correct from what you know contact your hosting company and ask them. If there is anything different about their servers they’ll be able to tell you, and they should also be able to tell you what you need to put in there in case you do have something that isn’t right.

yes, i have deleted one plugin folder, because i had problem remove from wordpress dashboard
so what is best to do now? to solve this problem!?

Please read my first response again. That is what you need to do. Check the details, and if you are sure they are correct, contact your hosting company.
its usualy happens when i upload pucturea and publishing a new posts!
If it happens only sometimes, then then database details are correct, but your web server (or database server) is over-loaded and can’t connecto to the each other.
You can see if this is osmething from your system by deactivating all (yes, all) plugins, and swtiching to a default theme. Test, and re-enable everything one-by-one and test in between each one to see if there’s a difference. If you find anything significant, then you’ll have found your problem.
If nothing comes from that, you need to contact your hosts and tell them that their platform is broken.
Most times I’ve seen this is been from free or very very cheap hosts that overload their servers massively in order to try and get some profit out of aging hardware. if you’re using a free host I would really advise you to upgrade to a decent paid host that can keep their ervers running. There’s a lot out there that still offer grat plans for under $10 a month, so there’s not much excuse for staying with something that is free, but doesn’t work.

i told them that i have problems like: Error establishing a database connection etc…

There’s no way for us to be able to tell you that. It also depends on what theme and plugins you’re using – every site is different.
As it’s a VPS yu’ll have complete access to the logs and stats on the server so look through that and see what you can find. Really thats all that can be said about it.
