Hi,
My website and WordPress dashboard are intermittently not working, and I get the message "Error establishing a database connection" - I'm not entirely sure what this means.
Is this a wordpress issue or a problem with hosting?

If it was happening all the time, I would blame a setup in WordPress, such as a theme or plugin...If intermittent is more likely a host issue...
That said, I would activate default unedited theme, deactivate all plugins and test site...if the problem goes away it is with one of those (or a combination of)..
If same issue still occurs, contact your web host about this.
