I set up my MySQL database in cPanel and modified the wp-config.php file, and then uploaded the files, but when I try to access /wp-admin/install.php, I get this error:
Error establishing a database connection
This either means that the username and password information in your wp-config.php file is incorrect or we can't contact the database server at localhost. This could mean your host's database server is down.
Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?
If you're unsure what these terms mean you should probably contact your host. If you still need help you can always visit the WordPress Support Forums.
are you sure your info is correct? what host/server are you using (specs)? It's possible that the server's mysql is temporarily down.
That means that one of the values you entered into wp-config.php is incorrect. Try following this installation guide: http://www.tamba2.org.uk/wordpress/cpanel/

An hour ago I didn't know anything about setting up a php file,
now I'm more confident.
