    How do I ensure that all new users, to register first before adding information.

    How do I ensure, that all comments are not viewable until they have been approved by admin

    Have ya taken a look around your settings area at all? It's usually a good idea just to click around and see whats available to you.

    First, in settings->general you have a box you can check (membership) to allow anyone to register.

    Next, you have a new user default role. If you make people subscribers, they can register...but thats it. It'll allow them to make comments basically.

    Do you want people to automatically be able to add content? Or do you want to promote them?

    If you want people to be able to sign up and add content, make the default role either contributor or author.
    contributor-can make posts but you have to approve them before anyone can see them
    author-can make posts and they are instantly posted.

    If you only want certain people to post stuff, set the default role to subscriber, then go to Users->Authors & Users and promote the people you pick to author or whatever.

    Finally for comments, go to settings->discussion
    All your settings are in there (user must login, comment must be approved, etc)
