Usually “more” link is displayed in index (homepage), category, tag, author, and data archives.
And usually, themes intentionally do not put comment template on those pages.
Comment template is generally available in single post or page.
But, by changing some code in theme you are using, you can have comment template in any pages you want.
I guess there are plugins which do this?
Insert comments where you want?

How do I ensure that 3rd party comments apppear on the same page as the Post?
At the minute one has to click the “more” link to see comments
