I'd like to have a text block on top of a 'latest posts' front page. I.e. the front page has a small "welcome" text block that stays static while still showing updated posts, but this text block wouldn't be in other category pages or static pages.

A little confused (a link to see the site would help) but may be your are discussing using different templates.

Ahhh yes, thanks MichaelH. 2 slightly different templates would do it.
What I'm after is something like the sakura template (http://www.area381.com/about/) where it has the static, persistent 'description' section, but isn't displayed on every page (if you click the 2 pages there, both have the "area381 is a small..." text).
I was wondering of a plugin existed that would accomplish that.
For the record, this plugin (http://wordpress.org/extend/plugins/recent-posts-embed/) did exactly what I wanted in the opposite direction-- that is, I am now able to put recent posts in my static page.
