People can request copies of files by filling out a form "RFC"

I need to direct the request to 15 different people (email addresses) based on information provided in the form.
For example, if the form has "CVS" it needs to be directed to 3 different email addresses, if the form has "SP" it needs to be directed to 4 different email addresses, if the form has "CR" it needs to be directed to 2 different email addresses and so.

I saw that article and I am using the following on the contact form:
The selection is working perfectly. See ncfcc.us/clock. However, no one is receiving an email.
in the To: Webmaster@ncfcc.us, [select your-recipient]
I have also tried [your-recipient}
not even the webmaster is receiving the email.

there are more departments and email addresses listed the above is just a sample.
Your recommendation / suggestions would be greatly appreciated.

Maybe this makes the earlier question much simpler.
1) Can you have multiple email addresses to the right of the pipe?
2) When using just 1 email address to the right of the pipe I cannot get email to go to a gmail account. Any idea's?
It seems there are a lot of mistakes. Please refer to Getting Started with Contact Form 7 first.
And, yes, you can have multiple email addresses in the right side of the pipe, but note that they must be comma-separated, not semicolon.
