Eliminate Comment Post Form on Permalink

I would like to eliminate the comment post form on the permalink. I have successfully made it to where the pop-up comments come up only for registered users, but if an unregistered user clicks the title of the article for the permalink, the comment form is still there.
I have tried editing wp-comments.php but I have had no luck eliminating the comment form and leaving the pop-up comment link.
Any clues here, people?
