edit page widget functionality

When I put a page widget in my sidebar, there is a box that allows me to exclude pages I don’t want in that widget. That doesn’t make sense. Now every time I make a page I have to go to all the page widgets I don’t want it in and exclude it. Is there a way to make it so that the box I put the page number in are included instead of excluded? That’s the way it should be.
