eCommerce Q re selling packages of goods (which people can customise)

Hello,

I am currently using WooCommerce and plan to open another site which will sell 3 or 4 packages of items, each of which will have about 10 items e.g.
package 1: items 1, 2, 3, 4, 5. 6. 7. 8. 9
package 2: items 3, 5, 8, 10, 11, 12
package 3: items 7, 8, 9, 13, 14

People will generally select the package and then customise it by removing one of two items and perhaps adding one or two.

What is the best/easiest/most flexible way of achieving this using Woo Commerce or another shopping cart? When they select the package their cart will be shown and they can then delete or add items.
