Duplicate Validation Error Message

Whenever a validation error displays it shows one error message above the form with a bullet list, and a duplicate message with standard formatting below the form. The message below the form is what Im used to seeing, and have it styled with CSS. The message above the form just started showing up recently. Is there any way to remove the top error message?
