   sure, just follow the guidelines on how to create your own wp theme.

   As a Dreamweaver user, you may want to check out the ThemeDreamer extension that allows you to use Dreamweaver's native tools to edit/design custom WordPress themes. There is also a set of 100% free WordPress basic themes:
