   I am going to retire my blog. But I would like to know if there is a way to download every page and post as a fully functional html pages?

   Something like HTTrack should enable you to download a static HTML version of your site. Other similar apps are available if you search for them.

   The best way though would be to do a full file backup and database backup, install a local web server such as xampp and restore the backups to that as if moving to a new server (using localhost as the domain name): http://codex.wordpress.org/Moving_WordPress#Moving_WordPress_to_a_New_Server
