   The update notification section has 2 check boxed, "Notify Google" and "Notify Bing". Does checking these boxes mean my site is being submitted to these search engines?

   I believe that feature just notifies them of an "update" to your site... Its a vague statement.
   To get the maximum benefit out of creating an XML sitemap, you will want to physically submit it to google and other search engines. You can accomplish this with google through GWT.
