I am thinking about using WordPress because I really like their framework and was wondering if it have to have a blog features in it.

I would like to create a community website with users signing up and creating their own website and create their own gaming team page where they can adminstrate and manage their roster for their team and show team information. Allowing other members to view and join teams.

Also I would like to have an XP shop where users can spend and buy upgrades using the points they earned from completing their profile, forum posts and replies, status updates, and more.

Seem like WordPress has really amazing list of plugins making it all possible especially bbPress and BuddyPress.

WordPress was originally designed as blogging software, but it has evolved into a full Content Management System. So no, it does not have to be a blog. I develop WordPress sites for a living, and many clients don't utilize the blogging features.

As far as doing what you're describing, it's possible, but it is going to be challenging. BuddyPress would be a good plugin to start with.

    Good Luck!
