Do not have WP-Admin/Appearance/Simplify Options

    Downloaded Simplify version 2.2, uploaded to WP 3.8.1
    In the Theme ZIP, there is a README.TXT
    README.TXT mentions WP-ADMIN/APPEARANCE/SIMPLIFY OPTIONS
    I do not have this menu option in APPEARANCE.

    Trying to edit the front page items, but don’t see where to begin. I figure the Simplify Options can help, but are not there.
