I want to create a website using the WordPress software, and I plan on using DreamHost to host it.
Do I need to register my domain name with WordPress in order to use the software? Or can I register my domain name with another registrar and still use the WordPress software since DreamHost supports it? I am trying to determine the best place to register my domain name. If I do register with another registrar, will I have to pay to map my domain?
You can register your domain name with whoever you like.

I know that if I have a blog with WordPress.com, it costs $18 per year to register a domain and $13 to map an existing domain.
Say, for example, I register my domain name with GoDaddy.com and use DreamHost.com to host my website. DreamHost offers their "1 click WordPress install." Can I still use the WordPress software without having registered my domain with WordPress specifically?

Yes. WordPress imposes absolutely no limits on you. The domain registration & mapping info you have read is specific to wordpress.com hosted sites.

Also DreamHost makes no rules about where you register your domain name :) We do offer a deal for that, but we totally understand people don't always want all their eggs in one basket ;)
