Display Menu Title Attribute In Area Other Than Tooltip

I’m trying to get the menu title attribute information to display somewhere else on the site (say the header), rather than in a tooltip box.

Is there a way to access the title attribute through css? I’ve found some posts on getting the title to display in the menu by adding some .php, but I’m interested in whether it’s possible to tell the title attribute to display somewhere else on the page when you’re hovering on a menu item. Seems like it would be easy enough to do with a plugin/widget, but I haven’t been successful in finding one.
