Disappearing Menus

I have just installed a new version of WP on a for a new site,
Everytime I create a menu, save it and then go to create a second menu…the Menus disappear (this is all on the MENU page).
I have no plugins installed yet, and I am just using the default theme right now.
I have reinstalled it 3 times , but nothing works.If I actually go into the SETTING I can see all the menus I have made, but cannot on the MENUS page see them or change them.

I have done many WP sites, this is the first time I have seen this.

MANAGE THEMES – TWENTY TEN – CUSTOMIZE – NAVIGATION..
you can then see all the menus I have made and choose one.But you cannot get access to any of these menus from the MENUS page.

– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the Twenty Eleven theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
– re-uploading all files & folders – except the wp-content folder – from a fresh download of WordPress.
I have completely re-installed wordpress, and I don’t have any plugins installed.
I have installed a complete new install on a different domain now,
seems to be a major WP bug!Same problem.
If it was a major bug, we’d be swamped with reports. As it is, yours is the only one – which suggest that this is specific to your site/server. Try checking your server’s error logs for clues.

Turn debug on and enable error logging to see if that throws anything up.

but as SOON AS I CLICK ON THE PLUS SIGN to add another menu the menu disappears and everything is greyed out.
