   Is there a way to disable global tags in 3.0 multisite? I want each site to be independant of the others and have seperate tags, ect.

   They are by default. the global tags that you're referencing really don't do what you think they do.

   Is there a way to do the reverse? to allow tags to span the multi-sites?

   What exactly are you trying to do? users can type in any tags they wish.
