   i want to change the default value of all new registried blog to have "Don't allow commet" as default.
   Not entirely remove de functionality as many search result i have get when trying to found a solution.

   I hope there is some kind of action running directly after a new site/blog has been created you can hook to or anything like that...

   This can be done, via your admin. Go to settings > Discussion you can set the blog to accept no comments.

   That do not prevet new user who register a new blog. Its just keeping my own blog from disabeling comments
